Flouncy Skirt Tutorial
Anyway, this skirt took a top layer that was 8.5” tall by 4” bigger than my hips (this one needs a little extra to have room for the elastic casing). There are then two layers of ruffles, 7” tall by 24” and one lining layer, 6” wide by 4” bigger than my hips.
To make, sew each piece together along the short edge to make it into a circle (there will be four circles when done). Then hem the two ruffle pieces 1/2” up (I used a twin needle to do this). Next run two rows of gathering stitches along the tops of the ruffle pieces. Pull the gathered stitches to bring the pieces down to the same circumference as the lining piece. Right sides together, sew one ruffle to the bottom edge of the lining. Baste the other ruffle to the top of the lining. The wrong side of the ruffle will be to the right side of the lining so that it covers it up and is above the bottom ruffle. It should now look like two layers of ruffles.
Take your top piece and sew it right sides together to the joined lining/ruffle.
Make a casing in the top piece and add the elastic (any method you prefer can be used). Now pull out all the basing/gathering stitches, and the skirt is finished!
This skirt can be adjusted for length simply by adding the same number of inches to each piece. I made this one out of a knit, so the seams did not need to be finished off any further, but it could definitely be made from a woven fabric as well.
